The GE Dash 9-44CWL is a variant within General Electric's Dash 9 family of diesel-electric locomotives, which emerged in the early 1990s as GE Transportation Systems of Erie, Pennsylvania continued refining its product line for North American freight service. The broader Dash 9 series made its debut in 1993, carrying forward the naming tradition GE had established with its Dash 7 locomotives of the 1970s. The series quickly attracted orders from major railroads across the continent, including the Chicago and North Western Railway, the Atchison, Topeka and Santa Fe Railway, Burlington Northern Santa Fe, CSX, Southern Pacific, Canadian National Railway, BC Rail, and Union Pacific Railroad, demonstrating the platform's wide commercial appeal during a period of intense railroad consolidation and demand for higher-horsepower road power.
